*Based on an internal review and an impartial third party review of its
Clery Act crime statistics, UC Davis has determined that the former director of
its Campus Violence Prevention Program (CVPP) significantly over-reported the
numbers of forcible sexual offenses that occurred at Clery-reportable locations
on or near campus in 2005, 2006 and 2007. Specifically, in its 2008 Clery Act
report, UC Davis reported 48, 68 and 69 forcible sexual offenses in 2005, 2006
and 2007, respectively.
Based upon the recent reviews, the correct
statistics – reported in the table above – are 21, 23, and 33, for
2005, 2006, and 2007, respectively.
The CVPP is one of several campus security authorities that reports campus crimes under the Clery Act. In preparing to submit Clery Act statistics for this report, CVPP staff verified a total of 17 sexual offense cases reported exclusively to CVPP in 2008, significantly fewer cases than reported by the CVPP in previous years. An internal Police Department review was able to validate only 10 Clery-reportable CVPP sexual offense cases in 2005, 4 in 2006, and 16 in 2007. CVPP case records did not support the remaining cases reported by the former CVPP director in 2005, 2006 and 2007. The UC Davis administration also commissioned an external review of the CVPP sexual offense statistics by Dolores Stafford, Police Chief of George Washington University, a nationally known expert on the Clery Act. Chief Stafford's review confirmed the findings of the UC Davis Police Department internal review. There was a significant over-reporting of sexual offenses by the CVPP director in 2005, 2006 and 2007. UC Davis is pleased that the current staff of the CVPP detected and corrected this over-reporting. In the future, UC Davis will augment the CVPP's quality control efforts by ensuring that crime report statistics presented by the CVPP are reviewed by a panel of impartial campus experts before they are published. This will be done in due regard for the confidentiality of personal information contained in CVPP case files. |
